"Thousands of Batangas residents fled their homes Monday hours before Hagupit (local name: Ruby), which has weakened into a tropical storm, made its fourth landfall in Laiya, San Juan, Batangas before 6 p.m. 

A total of 4,965 people or 1,206 families in 11 areas in Batangas mostly living in coastal areas have already been evacuated. They are composed of the following: 515 evacuees from Lipa City; 894 from San Juan; 1,252 from Nasugbu; 253 from Calatagan; 93 from Lobo; 1,258 from Batangas City; 13 from San Pascual; 219 from Balete; 148 from San Nicolas; and 81 from Cuenca. 

Most of the evacuees are now staying at the Batangas Coliseum and Alingalin Elementary School. 

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reported that Hagupit made landfall at 5:45 p.m. 

Earlier, in its 5 p.m. severe weather bulletin, Pagasa said Hagupit's landfall in San Juan town would be associated with strong winds, storm surge, and moderate to heavy rainfall. 

The state weather bureau said the estimated amount rainfall that would be brought by Hagupit to affected areas would be between five and 15 millimeters per hour or moderate to heavy rainfall within the 450 km-diameter of the tropical storm.

The state weather bureau said Hagupit and the northeast monsoon "will cause rough to very rough sea conditions over the seaboards of Luzon and Visayas." 

"Fisherfolk and those using small sea craft are advised not to venture out over the said seaboards," Pagasa said. 

At 10 p.m., the state weather bureau said the center of the storm was located 45 km south of Ambulong, Tanauan City, Batangas, with maximum winds of 65 kilometers per hour and gustiness of up to 80 kph. 

Hagupit is expected to move west at 13 kph. 

During an earlier press briefing Monday, Pagasa forecaster Jori Loiz said the state weather bureau was expecting the storm to further weaken as it hits another landmass."Mas malaki-laking landmass 'yong papasukin niya ngayon so posible siyang further na mag-weaken." 

Hagupit is expected to exit the Philippine Area of Responsibility Wednesday evening.

By Tuesday evening, the storm is expected to be 310 km west of Ambulong. By Wednesday evening, Hagupit will be 655 km west of the same town or outside of the PAR. "
